In this article, published by The Atlantic in January 2015, author Tamar Jacoby (president of ImmigrationWorks USA and Opportunity America) discusses how "A range of job sectors are now offering certifications to students who pass tests that measure their competency in practical skills." Interesting here, is that such a perspective about "getting credit for what you know" has become part of the American popular press. Obviously, this discussion has had significantly more traction in other parts of the world.
